WILLIAM (Bill) F. GARMON, III – PRESIDENT
Bill was born in Henderson Texas and graduated from Henderson High School in 1991. In 1992 he graduated from Dallas Institute of Funeral Service and served as Sergeant of Arms and member of Tau Psi Fraternity.
He is co-owner of Garmon Funeral Home, LLC since 2012 (formerly Jenkins-Garmon Funeral Home) and is a licensed mortician for the past 24 years. He also is owner of “Just the Details Services”, a commercial pressure washing company.
Past President and Board of Director of the Rusk County Boys & Girls Club.
Current Member - Advisory Board of the Henderson Civic Center.
Current Vice President of the Henderson Cemetery Board.
Current Commissioner of the Henderson Planning & Zoning Commission.
Past Vice President and Board of Director of the Rusk County United Way.

RAYMOND MITCHELL – VICE PRESIDENT
Mr. Mitchell is the Plant Manager at West Fraser Lumber Mill.
JOE SORRELLS – SECRETARY 2017-2018
I moved to Henderson, TX from Nashville, TN in 1969 when Anderson Hickey Company located its manufacturing operation from Nashville to Henderson. Then in 1989 I temporarily relocated back to West Tennessee to assist a struggling operation that turned into an 8 year stay, returning back to Henderson in early 1997. Since arrival in Henderson in 1969 to currently, I have been active assisting and serving on the boards of most all nonprofit organizations in Rusk County. My economic development experience consists of the final 25 years prior to retirement in mid-2001 seeking out and determining new plant locations and then assisting in their startup. After retirement in 2002 to 2007 I served on the HEDCO Board.
I currently am an elected Rusk County official serving as Justice of the Peace, Pct. 5. I am a member of the Henderson Lion’s Club and attend First Baptist Church. My wife Thelma and I live in Henderson.
MICHAEL R. MOORES -TREASURER
Michael is a native of Henderson and graduated from Henderson High School in 1988. He graduated from The University of Texas at Austin with a BBA degree and Major in Accounting. Michael is a Certified Public Accountant. He graduated from Southwest Graduate School of Banking at Southern Methodist University in 1998, American Bankers Association National Commercial Lending Graduate School at the University of Oklahoma in 1999 and graduated from the Graduate School of Bank Investments and Financial Management at the University of South Carolina’s Darla Moore School of Business in 2011. In 1993 he joined Citizens National Bank as Assistant Controller and is currently Executive Vice President and Chief Lending Officer. Michael also serves on the Board of Directors of Citizens National Bank. Previously he served on the Board of The Independent Bankers Association of Texas Leadership Division as Chairman in 2014-2015. Mr. Moores is active in the community and serves as Treasurer of the Henderson Independent School District Education Foundation and is a past President of Henderson Lions Club. Michael and his wife Lori are active members of First Baptist Church in Henderson. They have three children; Sam, age fifteen, and twins Matt and Meg, age twelve.
NOBLE WELCH – HEDCO BOARD MEMBER 2017-2018
I am a native of Henderson and retired Publisher of the Henderson Daily News. Prior to coming back to Henderson in 1990, I was Publisher of the Terrell Tribune. In Terrell I helped rewrite the City Charter, served on the board of American National Bank and on the board of the Trinity River Authority. While in Terrell I worked for many years on industrial development and helped develop the Industrial Park located between Hwy 80 and I-20. Also, I helped develop the Industrial Airport. My wife Pat and I are members of the First Baptist Church. When I left Terrell, I received the key to the City and a lifetime Membership in the Terrell Chamber of Commerce.
